about your query there are no 'best time' to play houdini, it all depends on the hardware and on the book you using, as some book performe well on long time and other on shorter time.

with a dual core i doubt you will go far in any computer chess site, there very few use 4core the most use 6 core computers...

well that depends on what you are expecting from your computer, you did an excellent work with your first book, which i am sure gave you good result as well. but as far as to reach the 'top ten' with the computer you have it will be very difficult, i would not say impossible because nothing is impossible but very difficult yes...
