on the topic of winboard GUI & CPU resource allocation

I don't use little blitzer GUI but
I heard if we use little blitzer
then wen can do something like this
let's suppose
we have 2 cores for a CPU: core A and core B
then we can run 2 engine matches at the same time
1st match can only use 100% of core A
while 2nd match can only use 100% of core B
that's my understanding

I have 2 cores for a CPU
and I run 2 winboard GUIs simultaneously
but the thing is
after setting the number of cores to be used: 1
so one WB GUI will only use 1 core
that was what I thought
but when I run 2 winboard GUIs (WB) at the same time
it works differently from what little blitzer does

when running 2 WB GUIs
1st WB will use 50% of core A
and 50% of core B
while 2nd WB will use 50% or core A
and 50% of core B

this is picky, weird and fickle
whimsical, capricious and even fastidious

when using 2 WB GUIs simultaneously
I think the ratio can be changed a little
so sometimes
1st WB will use 40% of core A
and 40% of core B
while 2nd WB will use 60% or core A
and 60% of core B
or sometimes
1st WB will use 60% of core A
and 60% of core B
while 2nd WB will use 40% or core A
and 40% of core B
is it right?
